Sir/Madam, TAHRIR ( Transparency, Accountability & Human Rights initiative for revolution ) is a Bareilly/Lucknow based Social Organization, working at grass-root level by taking up & solving issues related to strengthening transparency & accountability in public life and protection of Human Rights in India. We are sending this complaint about alleged financial irregularities of Ramesh Kumar Tripathi, Superintending Engineer, Ninth circle, Bahraich. We have come to know from reliable sources that  Ramesh Kumar Tripathi  allegedly ordered supply of goods worth crores of rupees without adopting the tender process and without duly advertising in the newspapers. In this connection supply orders of 700 MT Z-type sheet pile worth Rs. 6,61,93,000/- and 300 MT Z-type sheet pile worth Rs 1,97,97,000/- to Ms Orient Steel and Industries Limited, Ballabhgarh, Haryana; bags of OPC cement worth Rs. 75,50,000 to Birla corporation Ltd, Satna (MP) can be seen and these should be included in the inquiry. Government order No 2997/07-27-Si-03-02M/84 dated 16/10/2007 places an upper cap of Rs. 1 lakh on supply order without tender for the superintending engineers, So, abovementioned supply orders are prima-facie against this government order also. We are, therefore, through this complaint, seeking a formal enquiry in this matter of grave concern with the request to include all purchases made during the entire tenure of Ramesh Kumar Tripathi as Superintending Engineer of  Ninth circle Irrigation department of Bahraich district and recovery of the loss to public exchequer caused by these irregularities & illegalities from the delinquent officers.
