Madam/Sir, TAHRIR ( Transparency, Accountability & Human Rights initiative for revolution ) is a Bareilly/Lucknow based Social Organization, working at grass-root level by taking up & solving issues related to strengthening transparency & accountability in public life and protection of Human Rights in India. Through this memorandum, we are raising our twin demands for immediate implementation of police reforms in UP and a CBI inquiry in the cold-blooded-murder of Lucknow law student Gauri Srivastava. This refers cold-blooded-murder of Gauri Srivastava, a Lucknow based first-year student in the five year BA-LLB course at Ambedkar Law College on Rae Bareli Road. Even the police sources believe that Gauri Srivastava may have been murdered in a slaughter house .The autopsy report of Gauri Srivastava, the law student whose chopped body parts were found in Lucknow’s Sahid Path area, has revealed that she was butchered alive by her killers. Gauri’s limbs, head, torso and abdomen were dumped separately. The crime came to light when local residents found stray dogs smelling a gunny bag, in which the body parts were wrapped. Though Chief Minister Akhilesh Yadav called DM Rajshekhar and SSP Yashasvi Yadav to his residence to know about the developments in Gauri killing case, reprimanded them following the slow proceedings in the case and also asked them to take serious actions against the official who received Gauri’s father’s call on 100 number and gave no response; UP DGP AK Jain took responsibility of Gauri’s case, examined the location where her body parts were found separately, held a meeting with PGI Police Station’s DIG RK Chaturvedi, SSP Yashasvi Yadav and few other cops,took information about the development in the case; only day’s count has gone up but cops are still clueless even though they also examined the footage captured by a CCTV camera installed at various locations and are still hunting for her killers. Police is still wasting time on the pretext of verification of clues. Gauri’s father Shishir Srivastava has alleged that the police did not give any timely heed to his complaint. “She had been missing since Tuesday night. I went to the PGI police station to lodge a complaint, but the police chased me away saying she might have run away with somebody.” Uttar Pradesh Chief Minister Akhilesh Yadav might be claiming that he has changed the face of Lucknow police with the launch of Modern Police Control Room in the state capital but the officials of the department are yet the same who lack willpower and acumen in delivering their duties in time. Despite becoming hi-tech now, police is still practicing their old slow standards and in this way, definitely helping the criminals in doing whatever they want. Similar approach of cops has been witnessed in this case of brutal killing of the girl named Gauri Srivastav. Gauri’s mother Tripta Srivastava and her father Shishir Srivastava are also dissatisfied with the action and approach of UP police in this case so far. Keeping in view the abovementioned facts, We, at TAHRIR are raising our demand for a CBI inquiry in the cold-blooded-murder of Lucknow law student Gauri Srivastava who has been butchered with electric saw while still alive. Moreover, We feel that present policing system has become ineffective in containing crimes and because of undue political interventions, UP has become the safest place for the criminals and common man is not safe even while in the school, colleges, officers and hospitals etc. We cannot ask CBI to get involved in each n every case as this is impractical so to have an accountable & effective police-system which is free from political influences & interference ,we are also seeking immediate implementation of police reforms in UP; the "in letter and spirit" implementation of the 2006 Supreme Court judgment on police reforms in the Prakash Singh Case.
