वरिष्ठ एवं मान्यता प्राप्त पत्रकार दिलीप सिन्हा की यूपीएसआरटीसी बस से हुई मृत्यु के मामले को अब राष्ट्रीय स्तर पर नई दिशा मिलती दिखाई दे रही है। इस प्रकरण में विधिक अधिकार कार्यकर्ता ( Legal Rights Activist ) संजय शर्मा द्वारा लगातार की जा रही कानूनी पहल के बाद प्रेस काउंसिल ऑफ इंडिया (PCI) ने मामले को गंभीरता से लेते हुए संजय शर्मा से विस्तृत अभ्यावेदन एवं साक्ष्य उपलब्ध कराने का अनुरोध किया है।

 

प्रेस काउंसिल ऑफ इंडिया द्वारा जारी पत्रों के अनुसार, संजय शर्मा की शिकायतों में यह उल्लेख किया गया है कि दिवंगत पत्रकार दिलीप सिन्हा द्वारा सूचना विभाग सहित विभिन्न मंचों पर की गई शिकायतों तथा उनके बाद उत्पन्न परिस्थितियों से प्रथम दृष्टया पत्रकार उत्पीड़न (Harassment) तथा प्रेस की स्वतंत्रता के दमन (Suppression of Press Freedom) का प्रश्न सामने आता है। इसी आधार पर परिषद ने विस्तृत तथ्यों एवं सहायक दस्तावेजों के साथ अभ्यावेदन प्रस्तुत करने को कहा है ताकि मामले की विधिसम्मत जांच आगे बढ़ाई जा सके।

 

गौरतलब है कि जुलाई 2025 में वरिष्ठ पत्रकार दिलीप सिन्हा की लखनऊ के जियामऊ क्षेत्र में एक यूपीएसआरटीसी बस की टक्कर से मृत्यु हो गई थी। इस घटना ने पत्रकार जगत में गहरा शोक और चिंता उत्पन्न की थी।

 

संजय शर्मा ने शुरू किया साक्ष्य संकलन अभियान

संजय शर्मा ने अब इस मामले में व्यापक साक्ष्य एकत्र करने का अभियान प्रारंभ किया है। उन्होंने सार्वजनिक रूप से अपील की है कि-

1. दिवंगत पत्रकार दिलीप सिन्हा के परिवारजन,
2. उनके साथ कार्य कर चुके सहयोगी पत्रकार,
3. उत्तर प्रदेश के मान्यता प्राप्त पत्रकार संगठन एवं पत्रकार यूनियनें,

यदि उनके पास दिलीप सिन्हा द्वारा पूर्व में किए गए किसी उत्पीड़न संबंधी पत्राचार, शिकायतें, ई-मेल, ज्ञापन, विभागीय अभिलेख, ऑडियो-वीडियो रिकॉर्डिंग, गवाहों के बयान अथवा अन्य कोई दस्तावेज उपलब्ध हों, तो उन्हें संजय शर्मा को उपलब्ध कराएं।

 

संजय शर्मा का कहना है कि प्राप्त समस्त साक्ष्यों का विधिक परीक्षण कर उन्हें प्रेस काउंसिल ऑफ इंडिया सहित अन्य सक्षम केंद्रीय प्राधिकारियों के समक्ष प्रस्तुत किया जाएगा, ताकि यदि किसी प्रकार का संस्थागत उत्पीड़न अथवा प्रेस की स्वतंत्रता पर प्रतिकूल प्रभाव पड़ा हो तो उसकी निष्पक्ष जांच सुनिश्चित हो सके।

 

परिवार को मुआवजा दिलाने का भी अभियान

संजय शर्मा ने यह भी बताया कि उन्होंने दिवंगत पत्रकार दिलीप सिन्हा के परिवार को आर्थिक सहायता एवं सरकारी मुआवजा दिलाने का भी दायित्व अपने स्तर पर उठाया है। उनके अनुसार, इस संबंध में उत्तर प्रदेश के उपमुख्यमंत्री ब्रजेश पाठक तथा परिवहन मंत्री दयाशंकर सिंह द्वारा परिवार को नियमानुसार सहायता उपलब्ध कराने का आश्वासन दिया गया था। अब वे उस आश्वासन के अनुपालन के लिए संबंधित विभागों के समक्ष आवश्यक अभ्यावेदन, दस्तावेज एवं पत्राचार कर रहे हैं ताकि परिवार को विधिसम्मत आर्थिक सहायता प्राप्त हो सके।

 

पत्रकार सुरक्षा पर उठे गंभीर प्रश्न

मीडिया जगत के अनेक सदस्यों का मानना है कि यदि किसी पत्रकार द्वारा लगातार सार्वजनिक हित के मुद्दे उठाने के बाद उसे संस्थागत प्रताड़ना का सामना करना पड़ा हो, तो ऐसे प्रत्येक आरोप की स्वतंत्र एवं निष्पक्ष जांच लोकतांत्रिक व्यवस्था की दृष्टि से अत्यंत आवश्यक है। प्रेस की स्वतंत्रता संविधान के मूल लोकतांत्रिक मूल्यों से जुड़ा विषय है और किसी भी प्रकार के कथित उत्पीड़न के आरोपों की निष्पक्ष जांच सार्वजनिक विश्वास बनाए रखने के लिए महत्वपूर्ण मानी जाती है।

 

संजय शर्मा ने कहा कि उनका उद्देश्य उपलब्ध तथ्यों एवं साक्ष्यों के आधार पर पूरे घटनाक्रम को सक्षम प्राधिकारियों के समक्ष रखना है ताकि दिवंगत पत्रकार दिलीप सिन्हा के परिवार को न्याय मिल सके और भविष्य में किसी भी पत्रकार को यदि उत्पीड़न का सामना करना पड़े तो उसके लिए प्रभावी संस्थागत संरक्षण सुनिश्चित हो।

लखनऊ, 25 जून 2026। अलीगंज में हाल ही में हुए भीषण अग्निकांड और उसमें हुई जनहानि के बाद पूरे लखनऊ में भवन, अग्नि एवं विद्युत सुरक्षा मानकों के पालन को लेकर गंभीर सवाल उठ खड़े हुए हैं। इस बीच लखनऊ विकास प्राधिकरण (एलडीए), अग्निशमन विभाग, विद्युत विभाग तथा अन्य संबंधित सरकारी एजेंसियों की कार्यप्रणाली भी कठघरे में दिखाई दे रही है, क्योंकि अनेक शिकायतों के बावजूद शहर के कई संवेदनशील परिसरों में कथित अनियमितताओं पर अब तक कोई ठोस कार्रवाई नहीं हुई है।

 

ऐसा ही एक मामला कैंट रोड स्थित बर्लिंगटन क्रॉसिंग के निकट ग्रैंड मार्केट से सटी गली में स्थित बर्लिंगटन कम्पाउंड का है। जागरूक नागरिक संजय शर्मा द्वारा विभिन्न विभागों को दी गई शिकायतों के अनुसार इस क्षेत्र में 100 से अधिक बहुमंजिला आवासीय भवन एवं अपार्टमेंट निर्मित हैं, जिनमें अनुमानतः 1500 से अधिक लोग निवास करते हैं। शिकायतों में आरोप लगाया गया है कि इन भवनों के निर्माण, अग्नि सुरक्षा, विद्युत सुरक्षा तथा अन्य वैधानिक अनुमतियों को लेकर गंभीर प्रश्न मौजूद हैं।

 

फायर ब्रिगेड की गाड़ियां गली में प्रवेश ही नहीं कर सकतीं!

सबसे गंभीर आरोप गली के प्रवेश द्वार पर सार्वजनिक सड़क के ऊपर निर्मित स्थायी प्लेटफॉर्म और ढांचों को लेकर है। शिकायतकर्ताओं का कहना है कि सड़क के दोनों ओर स्थित भवनों को जोड़ने के लिए सार्वजनिक मार्ग के ऊपर स्थायी संरचनाएं बना दी गई हैं, जिसके कारण बड़ी अग्निशमन गाड़ियों का प्रवेश लगभग असंभव हो गया है।

स्थानीय लोगों का कहना है कि यदि किसी बहुमंजिला भवन में आग लग जाए तो फायर ब्रिगेड की गाड़ियां इन प्लेटफॉर्मों को हटाए बिना भीतर तक नहीं पहुंच सकतीं। सवाल यह भी उठ रहा है कि कैंट रोड जैसी प्रमुख सड़क से कुछ ही मीटर की दूरी पर स्थित यह कथित अवैध निर्माण वर्षों से कैसे कायम है और संबंधित विभागों को यह दिखाई क्यों नहीं देता।

 

एलडीए, फायर विभाग और नगर निगम के सामने बड़े सवाल

इस पूरे मामले में कई गंभीर प्रश्न उठ रहे हैं-

Ø  क्या सभी बहुमंजिला भवन स्वीकृत मानचित्रों के अनुसार निर्मित हैं?

Ø  क्या पर्याप्त सेटबैक और फायर एक्सेस रोड उपलब्ध हैं?

Ø  क्या भवनों के पास अनिवार्य अग्नि सुरक्षा स्वीकृतियां हैं?

Ø  क्या सार्वजनिक सड़क पर अतिक्रमण किया गया है?

Ø  क्या किसी बड़े हादसे की स्थिति में सुरक्षित निकासी एवं बचाव अभियान संभव है?

 

शिकायतकर्ताओं का आरोप है कि पिछले एक वर्ष में कई दर्जन शिकायतें देने के बावजूद एलडीए द्वारा कथित उल्लंघनों के विरुद्ध कोई प्रवर्तन कार्रवाई नहीं की गई।

 

फायर विभाग की कार्रवाई केवल एक अपार्टमेंट तक सीमित?

शिकायतों के अनुसार मुख्य अग्निशमन अधिकारी (CFO) अंकुश मित्तल ने सरवरी अपार्टमेंट को नोटिस जारी किया था। लेकिन स्थानीय निवासियों का सवाल है कि उसी क्षेत्र में मौजूद अन्य अनेक बहुमंजिला भवनों का निरीक्षण कर उनके विरुद्ध समान कार्रवाई क्यों नहीं की गई।

निवासियों का यह भी प्रश्न है कि अलीगंज अग्निकांड के बाद क्या पूरे बर्लिंगटन कम्पाउंड क्षेत्र का कोई विशेष फायर सेफ्टी ऑडिट कराया गया है या नहीं।

 

विद्युत सुरक्षा को लेकर भी गंभीर चिंता

विद्युत विभाग की भूमिका पर भी प्रश्नचिह्न लग रहे हैं। शिकायतकर्ताओं के अनुसार विभागीय अधिकारियों ने स्वीकार किया कि ऐसे परिसरों के लिए विद्युत सुरक्षा संबंधी अनुमतियां और एनओसी आवश्यक हैं, लेकिन इसके बावजूद कथित उल्लंघनों के विरुद्ध कोई प्रभावी कार्रवाई नहीं हुई।

विशेषज्ञों का मानना है कि शहरी क्षेत्रों में होने वाली बड़ी आग की घटनाओं के प्रमुख कारणों में विद्युत दोष भी शामिल हैं। ऐसे में विद्युत सुरक्षा संबंधी शिकायतों की अनदेखी गंभीर चिंता का विषय है।

 

एक विभाग से दूसरे विभाग पर जिम्मेदारी डालने का खेल

शिकायतों से यह भी सामने आता है कि विभिन्न विभाग एक-दूसरे पर जिम्मेदारी डालते नजर आते हैं।

नगर निगम अधिकारियों द्वारा कथित रूप से कहा गया कि सार्वजनिक मार्ग पर बने अवैध प्लेटफॉर्म को हटाने की कार्रवाई एलडीए के अधिकार क्षेत्र में आती है। वहीं पुलिस अधिकारियों ने मामला एलडीए और अग्निशमन विभाग से संबंधित बताया। परिणामस्वरूप आज तक कोई संयुक्त कार्रवाई नहीं हो सकी और कथित अनियमितताएं जस की तस बनी हुई हैं।

 

इरम  समूह के संस्थानों को लेकर भी उठ रहे सवाल

मामला केवल बर्लिंगटन कम्पाउंड तक सीमित नहीं है।

शिकायतकर्ताओं द्वारा इरम  समूह के विभिन्न संस्थानों के विरुद्ध भी शिकायतें दी गई हैं। इनमें कुर्सी रोड, इंदिरानगर, राजाजीपुरम और हुसैनाबाद स्थित विद्यालय, महाविद्यालय, अस्पताल तथा मेडिकल कॉलेज शामिल बताए गए हैं।

आरोप है कि इन संस्थानों के संबंध में भी बार-बार निरीक्षण और वैधानिक अनुपालन की जांच की मांग उठाई गई, लेकिन संबंधित विभागों द्वारा कोई निर्णायक कार्रवाई नहीं की गई।

हाल ही में राजाजीपुरम स्थित इरम  समूह के एक संस्थान में हुई आग की घटना ने इन शिकायतों को और अधिक गंभीर बना दिया है। स्थानीय नागरिकों का कहना है कि यदि समय रहते व्यापक जांच और कार्रवाई नहीं की गई तो हजारों छात्र-छात्राओं एवं कर्मचारियों की सुरक्षा खतरे में पड़ सकती है।

 

'हादसे के बाद नहीं, हादसे से पहले कार्रवाई हो'

अलीगंज अग्निकांड ने यह दिखा दिया है कि सुरक्षा मानकों की अनदेखी और प्रवर्तन एजेंसियों की देरी कितनी विनाशकारी साबित हो सकती है।

अब नागरिकों की मांग है कि प्रशासन किसी नए हादसे की प्रतीक्षा करने के बजाय तत्काल निवारक कार्रवाई करे।

नागरिकों और शिकायतकर्ताओं ने मांग की है कि-

Ø  एलडीए उपाध्यक्ष प्रथमेश कुमार बर्लिंगटन कम्पाउंड एवं शिकायतों में उल्लिखित सभी परिसरों का व्यापक निरीक्षण कराएं।

Ø  मुख्य अग्निशमन अधिकारी अंकुश मित्तल पूरे क्षेत्र का विशेष फायर सेफ्टी ऑडिट कराएं और जहां भी उल्लंघन पाए जाएं वहां तत्काल कार्रवाई करें।

Ø  विद्युत विभाग सभी परिसरों की विद्युत सुरक्षा अनुपालन की जांच करे।

Ø  नगर निगम एवं जिला प्रशासन सार्वजनिक मार्गों पर बने अवरोधों को हटाकर आपातकालीन वाहनों की निर्बाध आवाजाही सुनिश्चित करें।

आज लखनऊ के नागरिकों के मन में सबसे बड़ा प्रश्न यही है-क्या प्रशासन एक और अलीगंज जैसी त्रासदी का इंतजार कर रहा है, या फिर इस बार हादसा होने से पहले कार्रवाई होगी?

 

अलीगंज अग्निकांड के पीड़ितों के प्रति संवेदना व्यक्त करते हुए नागरिक अब यह देखना चाहते हैं कि संबंधित विभाग वास्तव में सबक लेते हैं या नहीं, और क्या जनसुरक्षा को नौकरशाही की उदासीनता पर प्राथमिकता दी जाएगी।

Lucknow, 25 June 2026: The recent fatal fire incident in Aliganj has once again brought the spotlight on alleged large-scale violations of building, fire safety and electrical safety norms across Lucknow. Serious questions are now being raised regarding the functioning of the Lucknow Development Authority (LDA), Fire Department, Electricity Department and other civic authorities over their failure to act on repeated complaints concerning several high-risk properties.

 

One such area is the Burlington Compound locality situated opposite Bhargava Petrol Pump, in the lane adjacent to Grand Market near Burlington Crossing on Cantt Road, Lucknow. According to complaints submitted by vigilant citizen Sanjay Sharma, more than 100 residential buildings and apartments housing an estimated 1,500 or more residents have allegedly been constructed and occupied despite serious concerns relating to building permissions, fire safety access and statutory compliances.

 

Fire Vehicles Cannot Enter the Lane

Perhaps the most alarming allegation concerns the existence of permanent structures and platforms allegedly constructed over a public road at the entrance of the lane. Local residents and complainants allege that these structures effectively connect buildings on both sides of the road and severely restrict the movement of large emergency vehicles.

 

According to the complaints, the obstruction is so significant that fire tenders may find it impossible to enter the lane and reach the interior buildings in the event of a major fire emergency without demolishing these platforms.

 

Residents question how such constructions could remain in existence for years despite being located only a few metres from the busy Cantt Road and despite repeated representations to the authorities.

 

Questions Before LDA, Fire Department and Nagar Nigam

The matter raises serious questions for authorities including:

Ø  Whether the apartments and multi-storeyed structures have been constructed in accordance with sanctioned building plans.

Ø  Whether adequate setbacks and fire access roads exist.

Ø  Whether the structures possess mandatory fire safety clearances.

Ø  Whether the public road has been encroached upon.

Ø  Whether emergency evacuation and rescue operations can be conducted in case of a disaster.

 

Complainants allege that despite more than a dozen complaints submitted over the last year, the Lucknow Development Authority has not initiated any enforcement action against the alleged violations.

 

Fire Department Action Limited to One Apartment?

According to available records cited by complainants, Chief Fire Officer Ankush Mittal reportedly issued a notice to one residential complex, namely Sarvari Apartment. However, residents question why similar inspections and action have allegedly not been undertaken against numerous other multi-storeyed buildings situated in the same locality.

 

The complainants further question whether any detailed fire safety audit of the entire Burlington Compound cluster has been conducted following repeated complaints and in light of the recent Aliganj tragedy.

 

Electrical Safety Concerns Remain Unresolved

The Electricity Department has also come under scrutiny. According to communications referred to by complainants, officials of the power utility reportedly acknowledged that electrical safety clearance or NOC requirements are applicable. However, residents allege that no effective enforcement action has followed despite the concerns raised.

The issue assumes greater significance because electrical faults remain one of the leading causes of urban fire incidents.

 

Responsibility Passed from One Department to Another

The complaints reveal a pattern of departmental responsibility being shifted between agencies.

While Nagar Nigam officials reportedly indicated that removal of alleged illegal structures falls within the jurisdiction of the LDA, police authorities are said to have pointed towards the LDA and Fire Department for action. Meanwhile, complainants allege that no coordinated enforcement exercise has been undertaken by any authority.

This has resulted in a situation where residents continue to live under uncertainty while alleged violations remain unaddressed.

 

Similar Questions Over Eram Group Institutions

The concerns are not confined to Burlington Compound alone.

Complaints have also been submitted regarding multiple educational and medical institutions operated by the Eram Group at various locations in Lucknow, including Kursi Road, Indira Nagar, Rajajipuram and Hussainabad.

The institutions reportedly include schools, colleges, a hospital and a medical college. Complainants allege that despite repeated representations seeking inspections and verification of statutory compliances, no decisive action has been taken by the concerned departments.

A recent fire incident reported at one of the group's institutions in Rajajipuram has further intensified demands for comprehensive inspections and enforcement measures.

 

Citizens Demand Preventive Action, Not Post-Tragedy Response

The Aliganj fire tragedy has exposed the devastating consequences of delayed enforcement and inadequate compliance monitoring.

Citizens are now demanding that authorities act before another disaster occurs rather than after lives are lost.

 

Residents and complainants have called upon:

Ø  LDA Vice Chairman Prathamesh Kumar to conduct a comprehensive inspection of Burlington Compound and all complained-about properties.

Ø  Chief Fire Officer Ankush Mittal to undertake a special fire safety audit of the area and initiate action wherever violations are detected.

Ø  The Electricity Department to verify electrical safety compliance and take enforcement measures wherever required.

Ø  Nagar Nigam and district authorities to remove any obstruction from public roads affecting emergency access.

 

The central question being asked by residents is simple: must another tragedy occur before preventive action is taken?

As Lucknow mourns the victims of the Aliganj fire, citizens expect the concerned authorities to demonstrate that lessons have indeed been learned and that public safety will take precedence over bureaucratic delay.

ऐसा ही एक मामला कैंट रोड स्थित बर्लिंगटन क्रॉसिंग के निकट ग्रैंड मार्केट से सटी गली में स्थित बर्लिंगटन कम्पाउंड का है। जागरूक नागरिक संजय शर्मा द्वारा विभिन्न विभागों को दी गई शिकायतों के अनुसार इस क्षेत्र में 100 से अधिक बहुमंजिला आवासीय भवन एवं अपार्टमेंट निर्मित हैं, जिनमें अनुमानतः 1500 से अधिक लोग निवास करते हैं। शिकायतों में आरोप लगाया गया है कि इन भवनों के निर्माण, अग्नि सुरक्षा, विद्युत सुरक्षा तथा अन्य वैधानिक अनुमतियों को लेकर गंभीर प्रश्न मौजूद हैं।

 

फायर ब्रिगेड की गाड़ियां गली में प्रवेश ही नहीं कर सकतीं!

सबसे गंभीर आरोप गली के प्रवेश द्वार पर सार्वजनिक सड़क के ऊपर निर्मित स्थायी प्लेटफॉर्म और ढांचों को लेकर है। शिकायतकर्ताओं का कहना है कि सड़क के दोनों ओर स्थित भवनों को जोड़ने के लिए सार्वजनिक मार्ग के ऊपर स्थायी संरचनाएं बना दी गई हैं, जिसके कारण बड़ी अग्निशमन गाड़ियों का प्रवेश लगभग असंभव हो गया है।

स्थानीय लोगों का कहना है कि यदि किसी बहुमंजिला भवन में आग लग जाए तो फायर ब्रिगेड की गाड़ियां इन प्लेटफॉर्मों को हटाए बिना भीतर तक नहीं पहुंच सकतीं। सवाल यह भी उठ रहा है कि कैंट रोड जैसी प्रमुख सड़क से कुछ ही मीटर की दूरी पर स्थित यह कथित अवैध निर्माण वर्षों से कैसे कायम है और संबंधित विभागों को यह दिखाई क्यों नहीं देता।

 

एलडीए, फायर विभाग और नगर निगम के सामने बड़े सवाल

इस पूरे मामले में कई गंभीर प्रश्न उठ रहे हैं-

Ø  क्या सभी बहुमंजिला भवन स्वीकृत मानचित्रों के अनुसार निर्मित हैं?

Ø  क्या पर्याप्त सेटबैक और फायर एक्सेस रोड उपलब्ध हैं?

Ø  क्या भवनों के पास अनिवार्य अग्नि सुरक्षा स्वीकृतियां हैं?

Ø  क्या सार्वजनिक सड़क पर अतिक्रमण किया गया है?

Ø  क्या किसी बड़े हादसे की स्थिति में सुरक्षित निकासी एवं बचाव अभियान संभव है?

 

शिकायतकर्ताओं का आरोप है कि पिछले एक वर्ष में कई दर्जन शिकायतें देने के बावजूद एलडीए द्वारा कथित उल्लंघनों के विरुद्ध कोई प्रवर्तन कार्रवाई नहीं की गई।

 

फायर विभाग की कार्रवाई केवल एक अपार्टमेंट तक सीमित?

शिकायतों के अनुसार मुख्य अग्निशमन अधिकारी (CFO) अंकुश मित्तल ने सरवरी अपार्टमेंट को नोटिस जारी किया था। लेकिन स्थानीय निवासियों का सवाल है कि उसी क्षेत्र में मौजूद अन्य अनेक बहुमंजिला भवनों का निरीक्षण कर उनके विरुद्ध समान कार्रवाई क्यों नहीं की गई।

निवासियों का यह भी प्रश्न है कि अलीगंज अग्निकांड के बाद क्या पूरे बर्लिंगटन कम्पाउंड क्षेत्र का कोई विशेष फायर सेफ्टी ऑडिट कराया गया है या नहीं।

 

विद्युत सुरक्षा को लेकर भी गंभीर चिंता

विद्युत विभाग की भूमिका पर भी प्रश्नचिह्न लग रहे हैं। शिकायतकर्ताओं के अनुसार विभागीय अधिकारियों ने स्वीकार किया कि ऐसे परिसरों के लिए विद्युत सुरक्षा संबंधी अनुमतियां और एनओसी आवश्यक हैं, लेकिन इसके बावजूद कथित उल्लंघनों के विरुद्ध कोई प्रभावी कार्रवाई नहीं हुई।

विशेषज्ञों का मानना है कि शहरी क्षेत्रों में होने वाली बड़ी आग की घटनाओं के प्रमुख कारणों में विद्युत दोष भी शामिल हैं। ऐसे में विद्युत सुरक्षा संबंधी शिकायतों की अनदेखी गंभीर चिंता का विषय है।

 

एक विभाग से दूसरे विभाग पर जिम्मेदारी डालने का खेल

शिकायतों से यह भी सामने आता है कि विभिन्न विभाग एक-दूसरे पर जिम्मेदारी डालते नजर आते हैं।

नगर निगम अधिकारियों द्वारा कथित रूप से कहा गया कि सार्वजनिक मार्ग पर बने अवैध प्लेटफॉर्म को हटाने की कार्रवाई एलडीए के अधिकार क्षेत्र में आती है। वहीं पुलिस अधिकारियों ने मामला एलडीए और अग्निशमन विभाग से संबंधित बताया। परिणामस्वरूप आज तक कोई संयुक्त कार्रवाई नहीं हो सकी और कथित अनियमितताएं जस की तस बनी हुई हैं।

 

इरम  समूह के संस्थानों को लेकर भी उठ रहे सवाल

मामला केवल बर्लिंगटन कम्पाउंड तक सीमित नहीं है।

शिकायतकर्ताओं द्वारा इरम  समूह के विभिन्न संस्थानों के विरुद्ध भी शिकायतें दी गई हैं। इनमें कुर्सी रोड, इंदिरानगर, राजाजीपुरम और हुसैनाबाद स्थित विद्यालय, महाविद्यालय, अस्पताल तथा मेडिकल कॉलेज शामिल बताए गए हैं।

आरोप है कि इन संस्थानों के संबंध में भी बार-बार निरीक्षण और वैधानिक अनुपालन की जांच की मांग उठाई गई, लेकिन संबंधित विभागों द्वारा कोई निर्णायक कार्रवाई नहीं की गई।

हाल ही में राजाजीपुरम स्थित इरम  समूह के एक संस्थान में हुई आग की घटना ने इन शिकायतों को और अधिक गंभीर बना दिया है। स्थानीय नागरिकों का कहना है कि यदि समय रहते व्यापक जांच और कार्रवाई नहीं की गई तो हजारों छात्र-छात्राओं एवं कर्मचारियों की सुरक्षा खतरे में पड़ सकती है।

 

'हादसे के बाद नहीं, हादसे से पहले कार्रवाई हो'

अलीगंज अग्निकांड ने यह दिखा दिया है कि सुरक्षा मानकों की अनदेखी और प्रवर्तन एजेंसियों की देरी कितनी विनाशकारी साबित हो सकती है।

अब नागरिकों की मांग है कि प्रशासन किसी नए हादसे की प्रतीक्षा करने के बजाय तत्काल निवारक कार्रवाई करे।

नागरिकों और शिकायतकर्ताओं ने मांग की है कि-

Ø  एलडीए उपाध्यक्ष प्रथमेश कुमार बर्लिंगटन कम्पाउंड एवं शिकायतों में उल्लिखित सभी परिसरों का व्यापक निरीक्षण कराएं।

Ø  मुख्य अग्निशमन अधिकारी अंकुश मित्तल पूरे क्षेत्र का विशेष फायर सेफ्टी ऑडिट कराएं और जहां भी उल्लंघन पाए जाएं वहां तत्काल कार्रवाई करें।

Ø  विद्युत विभाग सभी परिसरों की विद्युत सुरक्षा अनुपालन की जांच करे।

Ø  नगर निगम एवं जिला प्रशासन सार्वजनिक मार्गों पर बने अवरोधों को हटाकर आपातकालीन वाहनों की निर्बाध आवाजाही सुनिश्चित करें।

आज लखनऊ के नागरिकों के मन में सबसे बड़ा प्रश्न यही है-क्या प्रशासन एक और अलीगंज जैसी त्रासदी का इंतजार कर रहा है, या फिर इस बार हादसा होने से पहले कार्रवाई होगी?

 

अलीगंज अग्निकांड के पीड़ितों के प्रति संवेदना व्यक्त करते हुए नागरिक अब यह देखना चाहते हैं कि संबंधित विभाग वास्तव में सबक लेते हैं या नहीं, और क्या जनसुरक्षा को नौकरशाही की उदासीनता पर प्राथमिकता दी जाएगी।

After Aliganj Tragedy, Are LDA VC Prathamesh Kumar and CFO Lucknow Ankush Mittal Waiting for Another Disaster in Burlington Compound and Eram Campuses? Despite Repeated Complaints, Authorities Yet to Take any Action on Alleged Fire and Building Safety Violations

 

Lucknow, 25 June 2026: The recent fatal fire incident in Aliganj has once again brought the spotlight on alleged large-scale violations of building, fire safety and electrical safety norms across Lucknow. Serious questions are now being raised regarding the functioning of the Lucknow Development Authority (LDA), Fire Department, Electricity Department and other civic authorities over their failure to act on repeated complaints concerning several high-risk properties.

 

One such area is the Burlington Compound locality situated opposite Bhargava Petrol Pump, in the lane adjacent to Grand Market near Burlington Crossing on Cantt Road, Lucknow. According to complaints submitted by vigilant citizen Sanjay Sharma, more than 100 residential buildings and apartments housing an estimated 1,500 or more residents have allegedly been constructed and occupied despite serious concerns relating to building permissions, fire safety access and statutory compliances.

 

Fire Vehicles Cannot Enter the Lane

Perhaps the most alarming allegation concerns the existence of permanent structures and platforms allegedly constructed over a public road at the entrance of the lane. Local residents and complainants allege that these structures effectively connect buildings on both sides of the road and severely restrict the movement of large emergency vehicles.

 

According to the complaints, the obstruction is so significant that fire tenders may find it impossible to enter the lane and reach the interior buildings in the event of a major fire emergency without demolishing these platforms.

 

Residents question how such constructions could remain in existence for years despite being located only a few metres from the busy Cantt Road and despite repeated representations to the authorities.

 

Questions Before LDA, Fire Department and Nagar Nigam

The matter raises serious questions for authorities including:

Ø  Whether the apartments and multi-storeyed structures have been constructed in accordance with sanctioned building plans.

Ø  Whether adequate setbacks and fire access roads exist.

Ø  Whether the structures possess mandatory fire safety clearances.

Ø  Whether the public road has been encroached upon.

Ø  Whether emergency evacuation and rescue operations can be conducted in case of a disaster.

 

Complainants allege that despite more than a dozen complaints submitted over the last year, the Lucknow Development Authority has not initiated any enforcement action against the alleged violations.

 

Fire Department Action Limited to One Apartment?

According to available records cited by complainants, Chief Fire Officer Ankush Mittal reportedly issued a notice to one residential complex, namely Sarvari Apartment. However, residents question why similar inspections and action have allegedly not been undertaken against numerous other multi-storeyed buildings situated in the same locality.

 

The complainants further question whether any detailed fire safety audit of the entire Burlington Compound cluster has been conducted following repeated complaints and in light of the recent Aliganj tragedy.

 

Electrical Safety Concerns Remain Unresolved

The Electricity Department has also come under scrutiny. According to communications referred to by complainants, officials of the power utility reportedly acknowledged that electrical safety clearance or NOC requirements are applicable. However, residents allege that no effective enforcement action has followed despite the concerns raised.

The issue assumes greater significance because electrical faults remain one of the leading causes of urban fire incidents.

 

Responsibility Passed from One Department to Another

The complaints reveal a pattern of departmental responsibility being shifted between agencies.

While Nagar Nigam officials reportedly indicated that removal of alleged illegal structures falls within the jurisdiction of the LDA, police authorities are said to have pointed towards the LDA and Fire Department for action. Meanwhile, complainants allege that no coordinated enforcement exercise has been undertaken by any authority.

This has resulted in a situation where residents continue to live under uncertainty while alleged violations remain unaddressed.

 

Similar Questions Over Eram Group Institutions

The concerns are not confined to Burlington Compound alone.

Complaints have also been submitted regarding multiple educational and medical institutions operated by the Eram Group at various locations in Lucknow, including Kursi Road, Indira Nagar, Rajajipuram and Hussainabad.

The institutions reportedly include schools, colleges, a hospital and a medical college. Complainants allege that despite repeated representations seeking inspections and verification of statutory compliances, no decisive action has been taken by the concerned departments.

A recent fire incident reported at one of the group's institutions in Rajajipuram has further intensified demands for comprehensive inspections and enforcement measures.

 

Citizens Demand Preventive Action, Not Post-Tragedy Response

The Aliganj fire tragedy has exposed the devastating consequences of delayed enforcement and inadequate compliance monitoring.

Citizens are now demanding that authorities act before another disaster occurs rather than after lives are lost.

 

Residents and complainants have called upon:

Ø  LDA Vice Chairman Prathamesh Kumar to conduct a comprehensive inspection of Burlington Compound and all complained-about properties.

Ø  Chief Fire Officer Ankush Mittal to undertake a special fire safety audit of the area and initiate action wherever violations are detected.

Ø  The Electricity Department to verify electrical safety compliance and take enforcement measures wherever required.

Ø  Nagar Nigam and district authorities to remove any obstruction from public roads affecting emergency access.

 

The central question being asked by residents is simple: must another tragedy occur before preventive action is taken?

As Lucknow mourns the victims of the Aliganj fire, citizens expect the concerned authorities to demonstrate that lessons have indeed been learned and that public safety will take precedence over bureaucratic delay.
