हमारा मानना है कि इस मामले में अखिलेश यादव, आलोक रंजन और अन्य ज़िम्मेवारों ने भ्रष्टाचार को छुपाने और भ्रष्टाचार के तथ्यों को संबंधित लोकसेवक तक पंहुचाने के अपने पदीय दायित्वों के निर्वहन में कोताही का कार्य तो किया ही है साथ ही साथ इस आशंका को भी बल दिया है कि मुख्यमंत्री जनता द्वारा की गयी शिकायतों के सबूतों के आधार पर कार्यवाही करने के स्थान पर इन सबूतों का प्रयोग अधिकारियों को ब्लेक-मेल करने और अपने निहित स्वार्थों की पूर्ति के लिए कर रहे हैं . ऐसी ही एक स्वीकारोक्ति अखिलेश पहले भी कर चुके हैं. एक लोकतंत्र में जनता के चुने हुए लोकसेवक से ऐसी आशा कतई नहीं की जाती है. ऐसा लग रहा है जैसे मेड़ ही खेत खा रही है जिसका ख़ामियाजा बेचारा किसान भुगत रहा है.

This refers to various news reports which say that On 13-02-15 ( Friday),
while addressing this years IAS week celebrations at Tilak Hall in state
capital Lucknow, UP CM Akhilesh Yadav himself admitted that he had a video of
an IAS officer taking bribe.
He
also said, "Do you want me to play a video clip stored in my WhatsApp
which shows how one officer is accepting bribe unabashedly," he said,
adding "I have shown this clip to the chief secretary.”
Section
175 of IPC deals with Omissions to produce document or electronic record to
public servant by person legally bound to produce it. It says that Whoever,
being legally bound to produce or deliver up any document or electronic
record of any public servant, as such, intentionally omits so to produce or
deliver up the same, shall be punished with simple imprisonment for a term
which may extend to one month, or with fine which may extend to five hundred
rupees, or with both.
Though
Akhilesh Yadav is a Chief Minister, but it seems that he has a habit of
making Omissions to produce records
of taking bribes by IAS officers to
Police and administrative authorities for his vested interests. In
year 2013 also, when Akhilesh was addressing the IAS meet for the first time,
he had admitted that one IAS officer asked for bribe from a person sent by
him but took no action against that IAS officer.
It
seems that on public-complaints against high placed officials, instead of
taking punitive actions legally, UP CM Akhilesh Yadav is using the evidences obtained
through public complaints to blackmail these high placed officials for his
vested interests. By hiding corruption of high placed officials, Akhilesh
Yadav has become a defaulter under anti-corruption laws also.
On
the basis of abovementioned facts, I, being a responsible citizen of India,
am sending this Request U/S 154 of CrPC to register First Information Report
(FIR) against UP Chief Minister Akhilesh Yadav, UP Chief Secretary Alok
Ranjan and others U/S 175 & other
relevant sections of IPC
for the offence of Omission to
produce video showing an IAS officer
accepting bribe to Police and
administrative authorities by Akhilesh Yadav & others though they were
legally bound to produce it for further legal action and take subsequent
action as per the law of the land to punish all the defaulters.
