कथित समाजसेवी और यूपी के आईपीएस अमिताभ ठाकुर द्वारा कार्यालय समय में सोशल मीडिया पर व्यस्त रहकर सरकारी संसाधानों के दुरुपयोग शिकायत l

लखनऊ. २३ मई २०१५. तहरीर.// सामाजिक संगठन तहरीर ने यूपी के वरिष्ठ आईपीएस, संयुक्त निदेशक  - नागरिक सुरक्षा और   कमांडेंट - केंद्रीय नागरिक सुरक्षा प्रशिक्षण संस्थान लखनऊ अमिताभ ठाकुर  द्वारा कार्यालय समय में सरकारी कार्य करने के स्थान पर सोशल मीडिया आदि पर व्यस्त रहकर सरकारी संसाधनों के दुरुपयोग का आरोप लगाया है और यूपी के डीजी - नागरिक सुरक्षा और राज्यपाल को शिकायत भेजी है जिसमें प्रमाण के रूप में ठाकुर के   फेसबुक एकाउन्टों  के वेब-यूआरएल दिए हैं।

हमने अपनी शिकायत में कहा है कि यदि सभी लोकसेवक अमिताभ ठाकुर की तरह कार्यालय समय में व्यक्तिगत कार्यों में व्यस्त रहने लगेंगे तो सरकारी कार्यालयों का कामकाज धीरे पूरी तरह ठप्प हो जाएगा और जनता त्राहि-त्राहि  लगेगी l

हमने इस मामले में विभागीय जांच और उत्तर प्रदेश पुलिस की साइबर सेल के द्वारा जांच और जांच के आधार   पर अनुशासनात्मक और विधिक कार्यवाही की मांग की है l

Sub.: Misuse of official resources for personal work by  IPS No. 19921024,a 1992 batch UP cadre IPS Amitabh Thakur, presently posted as Joint Director – Civil Defense : Request to get the matter inquired appropriately and take subsequent punitive action as per service-rule-books and also in accordance with the law of the land.

Sir/Madam,
TAHRIR ( Transparency, Accountability & Human Rights initiative for revolution ) is a Bareilly/Lucknow based Social Organization, working at grass-root level by taking up & solving issues related to strengthening transparency & accountability in public life and protection of Human Rights in India.

We have been informed by some concerned citizen of India that Amitabh Thakur is misusing various official resources for his personal work and thus abusing the resources given by state government to this public servant to serve the public.  As evidence of the same, we are providing hereby web address links of two personal facebook accounts of Amitabh Thakur available in public domain :

A perusal of various status posted on these two social media accounts of said IPS shall establish that Amitabh Thakur frequently writes and updates posts in official timings and that too without any fear of the system which is an established case of daytime misuse of official resources, misuse of such resources which have been  given to this public servant  IPS by state Government to serve the public but he is using these for his personal work.

There may be many such purely personal e-mail, social media, messaging services etc. accounts, not in public domain which might be in continuous use by this IPS in official time, so we are not  able to provide details of all such accounts here and these can be unearthed only after a formal inquiry including inquiry by cyber cell of Uttar Pradesh Police. There are acute chances of misuse of all other  resources allotted to this IPS by state government.

Sir, you shall agree that if all public servants start misusing official times in  Amitabh Thakur’s way, our system will collapse so we are putting forth this formal complaint before you to get this matter inquired departmentally and also by cyber experts of UP Police and take subsequent punitive departmental and legal action Amitabh Thakur on the basis of outcome of inquiry reports.
