यूपी समाज कल्याण मंत्री अवधेश प्रसाद के खिलाफ विकलांगों के प्रति अशोभनीय शब्द बोलकर मानवाधिकार उल्लंघन करने के मामले में जाँच शुरू. : सामाजिक संगठन 'तहरीर' की शिकायत पर गोपन विभाग करेगा कार्यवाही.

लखनऊ स्थित सामाजिक संगठन 'तहरीर' ने बीते साल के २५ दिसंबर को संयुक्त राष्ट्र संघ,राष्ट्रीय मानवाधिकार आयोग समेत सूबे के राज्यपाल,सीएम, डीजीपी आदि को माँग-पत्र भेजकर यूपी के समाज कल्याण मंत्री अवधेश प्रसाद द्वारा फतेहपुर जिले में समाजवादी पेंशन  योजना के पहचान पत्र वितरण कार्यक्रम में विकलांग समुदाय के प्रति अपमानकारी और हेय भाषा प्रयोग कर विकलांगों के  मानवाधिकार उल्लंघन करने के मामले की शिकायत की थी.

तहरीर TAHRIR ( Transparency, Accountability & Human Rights’ Initiative for Revolution - पारदर्शिता, जवाबदेही और मानवाधिकार क्रांति के लिए पहल  )  भारत में लोक जीवन में पारदर्शिता संवर्धन, जबाबदेही निर्धारण और आमजन के मानवाधिकारों के संरक्षण के हितार्थ  जमीनी स्तर पर कार्यशील संस्था  है  l 

गौरतलब है कि मंत्री ने खुले मंच से दिए अपने भाषण  में कहा था कि विकलांग परिवार और समाज के लिए बोझ बने हैं।इस मामले की शिकायत लखनऊ स्थित सामाजिक संगठन तहरीर द्वारा की गयी थी.

तहरीर की शिकायत पर सूबे के राज्यपाल ने सख़्त रुख़ अपनाते हुए शिकायत मुख्यमंत्री को भेजी थी. मुख्यमंत्री ने ये शिकायत गृह विभाग के मानवाधिकार प्रकोष्ट को भेजा था. बीते १३ मई को मानवाधिकार प्रकोष्ट के संयुक्त सचिव अमर सेन सिंह ने  इस मामले में अखिलेश के मंत्री अवधेश प्रसाद के विरुद्ध आवश्यक कार्यवाही कराते हुए  कृत कार्यवाही से सामाजिक संगठन 'तहरीर' और गृह विभाग के मानवाधिकार प्रकोष्ठ को अवगत कराने के निर्देश दिए हैं.

मेरा मानना है कि यह मामला रक्षक के ही भक्षक बनने का है जिसमें विकलांगों के आत्मसम्मान की रक्षा के लिए बनाए गये मंत्रालय का मुखिया खुद ही विकलांगों के सम्मान की रक्षा तो दूर की बात है, उल्टा वह खुद ही सार्वजनिक रूप से विकलांगो का  अपमान कर रहा है. हमारा संगठन सूबे के मुखिया अखिलेश यादव से अपेक्षा करता है कि वे इस मामले में प्राथमिक रूप से दोषी पाए गये मंत्री अवधेश प्रसाद को मंत्रिमंडल से तत्काल बर्खास्त करेंगे.  हम इस मामले में अवधेश प्रसाद के विरुद्ध लंबित जाँच के मद्देनज़र अवधेश प्रसाद को मंत्रिमंडल से तत्काल बर्खास्त करने की माँग उठाते हुए एक और माँग-पत्र सूबे के मुखिया और राज्यपाल को भेज रहे हैं.

This refers to media reports as per which on 24-12-14, During a public
meeting, called for the purpose of distribution of Identity cards of
Samajwadi Pension Scheme in Fatehpur district of Uttar Pradesh, Uttar
Pradesh Social Welfare Cabinet Minister Awadhesh Prasad , while
addressing the public-meeting as Chief Guest, used derogatory words
for the disabled  community.

Awadhesh Prasad publicly called disabled persons as “burden on the
family and the society”. Thus , Uttar Pradesh Social Welfare Cabinet
Minister Awadhesh Prasad has not only committed a crime but he has
also committed the  unconstitutional act of open violation of the
right of dignified  life to the disabled persons . The crime becomes
more grave and serious as these derogatory words have come out
straight from the mouth of Social Welfare Cabinet Minister of Uttar
Pradesh.
I am reporting  the incident to the police department also  to get a
proper F.I.R. filed against the perpetrator Awadhesh Prasad.


We are bringing forth this case where right to dignity of disabled has
been grossly violated. We are  requesting you  to take appropriate
actions to  initiate inquiry and take subsequent punitive action
against the said perpetrator as per the law of the land.
