यूपी : सपा विधायक रविदास मेहरोत्रा के विधानसभा प्रश्न पीएमओ की निगरानी में : विधायक द्वारा कथित रूप से विधानसभा के दुरुपयोग से आपराधिक इतिहास के 8वीं पास व्यक्ति को पत्रकार मान्यता और केवल फाइल कॉपी प्रिंटिंग तक सीमित समाचार पत्रों को सरकारी विज्ञापन दिलाने के मामले में सीबीआई जांच की मांग.

पीएमओ ने संजय शर्मा की शिकायत को “संतोषजनक रूप से निस्तारित” बताते हुए संबंधित इकाई को भेजा

 

आधिकारिक अभिलेखों का हवाला देते हुए फायरब्रांड कानूनी अधिकार एवं आरटीआई कार्यकर्ता संजय शर्मा ने सपा विधायक द्वारा विधानसभा में पूछे गए प्रत्येक प्रश्न की जांच की मांग की है। इनमें विधायक के सहयोगी, अनेक आपराधिक मामलों में नामित, नकारात्मक एलआईयू रिपोर्ट वाले तथा आरटीआई अधिनियम के घोर दुरुपयोगकर्ता और मात्र 8वीं कक्षा तक शिक्षित व्यक्ति तनवीर अहमद सिद्दीकी को प्रेस मान्यता दिलाने तथा तनवीर के निकट संबंधियों और मित्रों से जुड़े समाचार पत्रों लखनऊ का अभिमान आदि को सरकारी विज्ञापन दिलाने से संबंधित प्रश्न भी शामिल हैं।

 

लखनऊ, 5 सितंबर 2026: लखनऊ निवासी कानूनी अधिकार, मानव अधिकार, आरटीआई एवं सामाजिक कार्यकर्ता संजय शर्मा द्वारा प्रधानमंत्री कार्यालय के समक्ष दर्ज कराई गई शिकायत ने उत्तर प्रदेश विधानसभा में समाजवादी पार्टी के विधायक रविदास मेहरोत्रा द्वारा विधानसभा के प्रश्न तंत्र के उपयोग से जुड़े कई प्रश्नों को सामने ला दिया है। इनमें मीडिया मान्यता, सरकारी विज्ञापन तथा विधायक के सहयोगी, अनेक आपराधिक मामलों में नामित, नकारात्मक एलआईयू रिपोर्ट वाले, आरटीआई अधिनियम के घोर दुरुपयोगकर्ता और मात्र 8वीं कक्षा तक शिक्षित व्यक्ति तनवीर अहमद सिद्दीकी के आपराधिक मामलों के इतिहास से जुड़े प्रश्न शामिल हैं।

 

प्रधानमंत्री कार्यालय में 19 अगस्त 2026 को पंजीकृत शिकायत में शर्मा ने विधानसभा की प्रश्न पूछने की प्रक्रिया के कथित दुरुपयोग, सरकारी अधिकारियों पर कथित दबाव, ब्लैकमेलिंग तथा सदन में पूछे गए प्रश्नों के माध्यम से लाभ प्राप्त करने की संभावना की उच्चस्तरीय एवं स्वतंत्र जांच की मांग की थी। पीएमओ के अभिलेख में इस मामले को राज्य में किए गए अपराध की सीबीआई जांच की मांग से संबंधित श्रेणी में दर्ज किया गया है।

 

इस घटनाक्रम को विशेष रूप से महत्वपूर्ण बनाने वाला तथ्य प्रधानमंत्री कार्यालय के शिकायत पोर्टल पर दर्ज बाद की निस्तारण स्थिति है।

पीएमओ के स्थिति दस्तावेज में वर्तमान स्थिति “मामला बंद” दर्ज है, जबकि कारण “शिकायत का संतोषजनक रूप से निस्तारण” और विशिष्ट टिप्पणी “संबंधित इकाई को भेजा गया” दर्ज है। संबंधित अधिकारी के रूप में श्री मुकुल दीक्षित, अवर सचिव (लोक), प्रधानमंत्री कार्यालय, लोक प्रभाग, भूतल, सेवा तीर्थ, पीएमओ का नाम दर्ज है। कार्रवाई की तारीख 24 अगस्त 2026 दर्ज है।

 

यह शब्दावली उल्लेखनीय है जो स्थापित करती है कि शिकायत को संतोषजनक रूप से निस्तारित बताते हुए संबंधित इकाई को भेजा गया।

 

संजय शर्मा का केंद्रीय आरोप : क्या विधानसभा की प्रश्न पूछने की व्यवस्था का उपयोग जनहित के अतिरिक्त अन्य उद्देश्यों के लिए किया जा रहा था?

अपनी शिकायत में शर्मा का कहना है कि संबंधित विधानसभा सत्र के दौरान मेहरोत्रा द्वारा पूछे गए प्रश्नों की जांच से उनके अनुसार प्रथम दृष्टया गंभीर परिस्थितियां सामने आईं।

 

शिकायत के अनुसार, कुछ प्रश्नों का वास्तविक जनहित से कोई स्पष्ट संबंध दिखाई नहीं देता था और वे इसके बजाय विधायक से जुड़े व्यक्तियों, कथित रूप से केवल फाइल कॉपी या पीडीएफ के माध्यम से संचालित समाचार पत्रों, सरकारी विज्ञापन प्राप्त करने के प्रयासों तथा ऐसे व्यक्तियों को पत्रकार मान्यता दिलाने के प्रयासों से संबंधित हैं, जिन्हें शर्मा आपराधिक इतिहास वाला और अपर्याप्त शैक्षणिक योग्यता वाला बताते हैं तथा आरटीआई अधिनियम के घोर दुरुपयोगकर्ता बताते हैं।

 

शर्मा ने आगे आरोप लगाया है कि विधानसभा जैसे संवैधानिक मंच का उपयोग निजी हितों को साधने, सरकारी अधिकारियों पर दबाव बनाने, ब्लैकमेल करने तथा विधायक से जुड़े व्यक्तियों के हितों को आगे बढ़ाने के साधन के रूप में किया गया लगता है।

 

शिकायत में विशेष रूप से एक आरोप का उल्लेख किया गया है, जिसमें मेहरोत्रा से जुड़े एक व्यक्ति के माध्यम से बांदा के एक अधिकारी को दबाव में लेने का कथित प्रयास शामिल है। शर्मा का कहना है कि यदि जांच में यह स्थापित होता है, तो मामला केवल किसी एक विधायक के आचरण तक सीमित नहीं रहेगा, बल्कि विधानसभा की प्रश्न प्रणाली के संभावित संस्थागत दुरुपयोग से जुड़े प्रश्न उठाएगा।

 

शिकायत में यह प्रश्न भी उठाया गया है कि क्या विधानसभा में पूछे जाने वाले प्रश्नों के बदले कथित रूप से धन या अन्य लाभ देने अथवा धन या लाभ के बदले प्रश्न पूछने की कोई संगठित व्यवस्था हो सकती है।

 

महत्वपूर्ण रूप से, शर्मा ने इसे जांच की आवश्यकता वाले विषय के रूप में प्रस्तुत किया है। उन्होंने मांग की है कि संबंधित सत्र में मेहरोत्रा द्वारा पूछे गए प्रत्येक प्रश्न की स्वतंत्र जांच की जाए, जिसमें प्रश्न का स्रोत, उसे उपलब्ध कराने वाला व्यक्ति, प्रश्न तैयार करने वाला व्यक्ति, संबंधित अधिकारी, संबंधित समाचार पत्र या पत्रकार, प्रश्न पूछे जाने के बाद की विभागीय कार्रवाई तथा विधायक या उनके सहयोगियों से जुड़े व्यक्तियों के साथ किसी भी प्रकार के वित्तीय या अन्य लेन-देन की जांच शामिल हो।

 

उन्होंने संबंधित बयानों, मोबाइल फोन, इलेक्ट्रॉनिक संचार और अभिलेखों की भी वैधानिक प्रक्रिया के अनुसार जांच की मांग की है।

 

आधिकारिक विधानसभा उत्तरों में तनवीर अहमद सिद्दीकी से जुड़े कई प्रश्न

शर्मा की शिकायत के साथ संलग्न दस्तावेजों में उत्तर प्रदेश विधानसभा की वेबसाइट से लिए गए प्रश्नों और उत्तरों की प्रतियां तथा स्क्रीनशॉट शामिल हैं।

 

इनमें से कई प्रश्न विधायक के सहयोगी, अनेक आपराधिक मामलों में नामित, नकारात्मक एलआईयू रिपोर्ट वाले, आरटीआई अधिनियम के घोर दुरुपयोगकर्ता तथा मात्र 8वीं कक्षा तक शिक्षित तनवीर अहमद सिद्दीकी और उनकी प्रेस मान्यता से संबंधित हैं।

 

एक अन्य प्रश्न में विशेष रूप से पूछा गया कि सिद्दीकी की जिला स्तरीय प्रेस मान्यता रद्द किए जाने के बाद उसे बहाल करने के संबंध में कोई कार्रवाई की गई थी या नहीं। आधिकारिक उत्तर में कहा गया है कि प्रतिकूल एलआईयू रिपोर्ट के बाद मान्यता समाप्त कर दी गई थी और मान्यता समाप्त होने के बाद उसकी बहाली का कोई प्रावधान नहीं है।

 

सामग्री में इसी विषय से संबंधित बार-बार पूछे गए विधानसभा प्रश्न भी दिखाई देते हैं। प्रश्न संख्या 87 और 88 में सिद्दीकी से संबंधित पुलिस/एलआईयू रिपोर्ट, जांच एवं कार्रवाई तथा उनकी प्रेस मान्यता समाप्त किए जाने से संबंधित जानकारी मांगी गई थी। सरकारी उत्तरों में फिर से प्रतिकूल एलआईयू रिपोर्ट तथा 3 जुलाई 2023 के समाप्ति आदेश का उल्लेख किया गया है।

 

संलग्न दस्तावेजों में बाद का एक प्रश्न भी पुलिस जांच और मामले से संबंधित रिपोर्टों की स्थिति के बारे में पूछता है। दस्तावेजों में मामले में अंतिम रिपोर्ट की कार्यवाही तथा बाद में प्रस्तुत की गई रिपोर्टों का उल्लेख है।

 

समाचार पत्रों के विज्ञापन की कड़ी : “लखनऊ का अभिमान”

शिकायत में समाचार पत्रों को दिए जाने वाले सरकारी विज्ञापनों से संबंधित प्रश्नों पर भी ध्यान आकर्षित किया गया है।

 

विधानसभा प्रश्न संख्या 86 में मेहरोत्रा ने हिंदी साप्ताहिक समाचार पत्र “लखनऊ का अभिमान” के संबंध में जानकारी मांगी थी। इसमें यह भी पूछा गया था कि क्या सूचना एवं जनसंपर्क विभाग को उसे विज्ञापन प्रणाली या सूची में शामिल किए जाने से संबंधित कोई पत्र प्राप्त हुआ था और क्या इसके बाद विज्ञापन जारी किए गए थे।

 

संलग्नक में पुनरुत्पादित आधिकारिक उत्तर के अनुसार, विभाग ने जनवरी 2024 से जुलाई 2026 के दौरान “लखनऊ का अभिमान”, लखनऊ को 2,54,327 रुपये के विज्ञापन जारी किए।

 

ये आंकड़े यह स्पष्ट करते हैं कि शर्मा की शिकायत में विधानसभा प्रश्नों, समाचार पत्रों, सरकारी विज्ञापनों और विधायक से जुड़े व्यक्तियों के बीच संबंध की जांच की मांग क्यों की गई है।

 

शिकायत में आरोप लगाया गया है कि कुछ प्रश्न केवल फाइल कॉपी के रूप में मुद्रित किए जा रहे समाचार पत्रों के लिए विज्ञापन या अन्य लाभ प्राप्त करने से संभावित रूप से जुड़े हो सकते हैं और इस प्रकार सरकार के साथ धोखाधड़ी की जा सकती है। शर्मा का आरोप है कि लखनऊ का अभिमान समाचार पत्रों से जुड़े मुद्रणालय भी इस कथित धोखाधड़ी का अभिन्न हिस्सा हैं।

 

एक गहरा प्रश्न : प्रश्न किसने उपलब्ध कराए?

शर्मा की शिकायत विधानसभा की प्रश्न प्रक्रिया की असामान्य रूप से विस्तृत जांच की मांग करती है।

 

वह केवल मेहरोत्रा के प्रश्नों की जांच की मांग नहीं करते। वह यह पता लगाने की मांग करते हैं कि प्रत्येक प्रश्न की शुरुआत किसने की, संबंधित जानकारी किसने उपलब्ध कराई, प्रश्न किसने तैयार किया, कौन-कौन से सरकारी अधिकारी इसमें शामिल हुए, कौन सा समाचार पत्र या पत्रकार इससे जुड़ा था, प्रश्न पूछे जाने के बाद क्या विभागीय कार्रवाई हुई और संबंधित व्यक्तियों के बीच कोई वित्तीय या अन्य लेन-देन हुआ या नहीं।

 

शिकायत में यह भी मांग की गई है कि संबंधित अधिकारियों और अन्य व्यक्तियों की जांच की जाए तथा जहां कानूनी रूप से उचित हो, इलेक्ट्रॉनिक संचार और दस्तावेजी अभिलेखों की जांच की जाए।

 

 

शर्मा ने विधानसभा की गरिमा का मुद्दा उठाया, केवल राजनीतिक दलगत विवाद का नहीं

कार्यकर्ता ने प्रधानमंत्री से स्पष्ट रूप से कहा है कि मामले को राजनीतिक दलों के बीच विवाद के रूप में नहीं देखा जाना चाहिए।

 

उनकी शिकायत के अनुसार केंद्रीय मुद्दा विधानसभा की गरिमा और लोकतांत्रिक व्यवस्था की विश्वसनीयता है। उन्होंने चेतावनी दी है कि ऐसे आरोपों की अनदेखी से प्रश्न पूछने की व्यवस्था का उपयोग ब्लैकमेलिंग, व्यक्तिगत सौदेबाजी और दबाव बनाने के लिए करने वालों का मनोबल बढ़ सकता है।

 

उन्होंने मांग की है कि मामले को निष्पक्ष जांच के लिए सक्षम केंद्रीय जांच एजेंसी अथवा अन्य सक्षम प्राधिकारी को भेजा जाए और यदि गलत कार्य स्थापित होता है तो कानून तथा विधानसभा के नियमों के तहत अनुमत कठोरतम कार्रवाई की जाए।

 

“बंटी” - वह कार्यकर्ता जो आधिकारिक दरवाजों पर दस्तक देता रहता है

इस पूरे घटनाक्रम के केंद्र में संजय शर्मा, कानूनी अधिकार, मानव अधिकार, आरटीआई एवं सामाजिक कार्यकर्ता हैं, जो शिकायतों, सूचना अनुरोधों और सरकारी जवाबदेही की व्यवस्थाओं को आगे बढ़ाने के लिए जाने जाते हैं।

 

उनके समर्थक और उनके सामाजिक सक्रियता से परिचित लोग उन्हें लोकप्रिय रूप से “बंटी” कहते हैं। यह उपनाम उन्होंने सार्वजनिक सक्रियता से कमाया है और इसे कथित भ्रष्टाचार, अनियमितताओं तथा सार्वजनिक पद के दुरुपयोग के विरुद्ध उनके आक्रामक रुख के प्रतीक के रूप में भी प्रस्तुत किया जाता है।

 

 

शर्मा के लिए मेहरोत्रा का मामला इस बात की एक और परीक्षा है कि क्या सरकारी जवाबदेही की व्यवस्थाएं किसी विवाद को राजनीतिक बयानबाजी से आगे ले जाकर दस्तावेजी साक्ष्यों तक पहुंचा सकती हैं।

 

उनकी शिकायत अधिकारियों से केवल उनके आरोप स्वीकार करने की मांग नहीं करती। वह उनसे प्रत्येक विधानसभा प्रश्न के पीछे की पूरी कड़ी को उसके स्रोत और तैयारी से लेकर संबंधित अधिकारियों, समाचार पत्रों या पत्रकारों, बाद की सरकारी कार्रवाई और संभावित वित्तीय लेन-देन तक पुनर्निर्मित करने की मांग करती है।

 

यही शिकायत का संभावित रूप से सबसे महत्वपूर्ण पहलू है।

 

दस्तावेज क्या स्थापित करते हैं

उपलब्ध अभिलेख यह स्थापित करते हैं कि संजय शर्मा ने पीएमओ के समक्ष विधानसभा की प्रश्न प्रणाली के कथित दुरुपयोग की उच्चस्तरीय स्वतंत्र जांच की मांग करते हुए शिकायत प्रस्तुत की।

अब असली कहानी

दस्तावेजों से उठने वाला सबसे महत्वपूर्ण प्रश्न अब केवल यह नहीं है कि रविदास मेहरोत्रा ने ये प्रश्न क्यों पूछे।

 

प्रश्न यह है कि प्रश्न किसने उपलब्ध कराए, उन्हें क्यों पूछा गया, प्रश्न पूछे जाने के बाद क्या हुआ, किन अधिकारियों से संपर्क किया गया, किन मीडिया संस्थानों को सरकारी विज्ञापन या मान्यता संबंधी निर्णयों से लाभ हुआ और क्या किसी प्रकार की ब्लैकमेलिंग, निजी वित्तीय या अन्य लाभ विधानसभा की प्रश्न पूछने की प्रक्रिया से जुड़ा था?

 

ये प्रश्न संजय शर्मा द्वारा प्रधानमंत्री कार्यालय के समक्ष रखे गए हैं।

 

पीएमओ के अभिलेख के अनुसार शिकायत को संतोषजनक रूप से निस्तारित कर संबंधित इकाई को भेजा गया है।

 

कहानी का अगला अध्याय यह है कि संजय शर्मा अब लखनऊ के ऐसे अन्य “केवल फाइल कॉपी प्रिंटिंग” श्रेणी के समाचार पत्रों तथा उनसे जुड़े मुद्रणालयों की सूची तैयार कर रहे हैं, जिनके विधायक और उनके सहयोगी तनवीर के साथ मिलीभगत होने का आरोप है, और इन सूचियों को पीएमओ को भेजकर चल रही जांच में शामिल करने की मांग करेंगे, क्योंकि शर्मा के अनुसार ऐसे सभी समाचार पत्र और मुद्रणालय केंद्र तथा राज्य सरकार के साथ धोखाधड़ी कर रहे हैं।

 

संजय को उम्मीद है कि संबंधित अधिकारी अब अंतर्निहित दस्तावेजी कड़ी को वास्तव में स्वतंत्र जांच के दायरे में लाएंगे और विधानसभा तथा नागरिकों के साथ न्याय करेंगे।

 

शर्मा के लिए जो उनके समर्थकों के बीच “बंटी” और उन लोगों के लिए लगातार परेशानी बने रहने वाले व्यक्ति के रूप में, जो मानते हैं कि सरकारी जांच से बचा जा सकता है अब लग रहा है कि कागजी कार्रवाई अब सही दिशा में आगे बढ़ रही है।

PMO Marks Sanjay Sharma’s Complaint as “Favourably Redressed” as it sends the complaint to Unit Concerned.

 

Citing official records, Firebrand Legal Rights and RTI Activist Sanjay Sharma seeks scrutiny of every question raised by the SP MLA, concerning press accreditation to MLA’s aide, named in Numerous Criminal cases with a negative LIU report and a RTI act Gross Misuser , a meagre 8^th Standard Pass Man Tanveer Ahmad Siddiqui,  and government advertisements to newspapers connected to Tanveer’s kith & kins and friends.

 

Lucknow, September 5, 2026: A complaint lodged before the Prime Minister’s Office by Lucknow-based Legal Rights, Human Rights, RTI and Social Activist Sanjay Sharma has brought into focus a series of questions surrounding the use of the Uttar Pradesh Legislative Assembly question mechanism by Samajwadi Party MLA Ravidas Mehrotra, including questions concerning media accreditation, government advertising and the criminal case history of MLA’s aide, named in Numerous Criminal cases with a negative LIU report and a RTI act Gross Misuser , a meagre 8^th Standard Pass Man Tanveer Ahmad Siddiqui.

 

The complaint, registered with the Prime Minister’s Office on August 19, 2026, sought a high-level and independent investigation into what Sharma described as the alleged misuse of the Assembly question process, alleged pressure on government officials and the possibility of benefits being sought through questions raised in the House. The PMO record identifies the matter under the category relating to a demand for a CBI investigation into an offence conducted in the State.

 

What makes the development particularly significant is the subsequent disposal recorded on the PMO grievance portal.

 

The PMO status document records the Current Status as “Case closed”, with the reason stated as “FAVOURABLY REDRESSING THE GRIEVANCE” and the specific remark: “Sent to unit concerned.” The officer concerned is identified as Shri Mukul Dixit, Under Secretary (Public), Prime Minister’s Office, Public Wing, Ground Floor, Seva Teerth, PMO. The action date recorded is August 24, 2026.

 

The wording is noteworthy — but it does not, by itself, disclose that the allegations against any individual have been proved. Nor does the disposal document supplied with the complaint set out the findings of any investigation. What it does establish is that the grievance was marked as favourably redressed and sent to the concerned unit.

Sharma’s central allegation: Was the Assembly question mechanism being used for purposes other than public interest?

 

In his complaint, Sharma argues that examination of questions raised by Mehrotra during the relevant Assembly session revealed what he describes as “prima facie” serious circumstances.

 

According to the complaint, some questions appeared to have no obvious connection with genuine public interest and could instead relate to individuals associated with the MLA, newspapers allegedly operating merely through file copies or PDFs, attempts to obtain government advertising, and efforts to secure journalist accreditation for persons whom Sharma describes as having criminal histories and inadequate educational qualifications apart from being a RTI act’s gross Misusers.

 

Sharma goes further, alleging that the constitutional forum of the Legislative Assembly may have been used as an instrument for pursuing private interests, putting pressure on government officials and advancing the interests of persons connected with the MLA.

 

One allegation specifically cited in the complaint concerns an alleged attempt, through a person associated with Mehrotra, to put an official in Banda under pressure. Sharma says that, if established through investigation, the matter would extend beyond the conduct of an individual legislator and raise questions about the possible institutional misuse of the Assembly’s question system.

 

The complaint even raises the question of whether an organised arrangement could exist in which questions were allegedly exchanged for money or other benefits.

 

Importantly, Sharma presented this as a matter requiring investigation. He asked that every question raised by Mehrotra during the relevant session be independently examined, including its source, the person who supplied it, the person who prepared it, the concerned officer, the newspaper or journalist involved, subsequent departmental action and any financial or other dealings involving persons connected with the MLA or his associates.

 

He additionally requested examination of relevant statements, mobile phones, electronic communications and records through lawful procedures.

 

Official Assembly answers put Tanveer Ahmad Siddiqui at the centre of several questions

The documents annexed to Sharma’s complaint contain copies and screenshots of questions and answers from the Uttar Pradesh Legislative Assembly website.

Several of the questions concern MLA’s aide, named in Numerous Criminal cases with a negative LIU report and a RTI act Gross Misuser , a meagre 8^th Standard Pass Tanveer Ahmad Siddiqui and his press accreditation.

 

Another question specifically asked whether action had been taken on the issue of restoration of Siddiqui’s district-level press accreditation after its cancellation. The official answer states that, after the adverse LIU report, the accreditation had been terminated and that there was no provision for restoration after termination.

 

The material also shows repeated Assembly questions concerning the same subject. Questions 87 and 88 sought information concerning police/LIU reports, investigation and action relating to Siddiqui and the termination of his accreditation. The government answers again refer to the adverse LIU report and the July 3, 2023 termination order.

 

A later question reproduced in the annexures again asks about the status of the police investigation and reports connected with the case. The documents refer to final-report proceedings and subsequent reports being submitted in the matter.

 

The newspaper advertising trail: “Lucknow Ka Abhimaan”

The complaint also draws attention to questions concerning government advertising to newspapers.

 

In Assembly Question No. 86, Mehrotra sought information concerning the Hindi weekly newspaper “Lucknow Ka Abhimaan”, including whether the Information and Public Relations Department had received a letter relating to its inclusion in the advertisement/listing system and whether advertisements had subsequently been issued.

 

The official answer reproduced in the annexure states that the department issued advertisements to “Lucknow Ka Abhimaan”, Lucknow, during the period January 2024 to July 2026, amounting to Rs. 2,54,327.00.

 

 

These figures do explain why Sharma's complaint asks investigators to examine the relationship between Assembly questions, newspapers, government advertising and persons connected with the MLA.

 

The complaint itself alleges that some questions appeared potentially connected with obtaining advertising or other advantages for newspapers being printed as file copies only and thereby playing fraud with the Government. Printing Presses associated with Lucknow Ka Abhimaan newspapers are  also part and parcel of this fraud, Sharma alleges.

 

A deeper question: who supplied the questions?

Sharma’s complaint seeks an unusually granular examination of the Assembly question process.

 

He does not merely ask investigators to examine Mehrotra’s questions. He asks them to determine who originated each question; who supplied the underlying information; who prepared the question; which government officers became involved; which newspaper or journalist was connected with the matter; what departmental action followed the question; and whether any financial or other transactions took place between relevant persons.

“Bunty” - the activist who keeps knocking on official doors

 

At the centre of the episode is Sanjay Sharma, a Legal Rights, Human Rights, RTI and Social Activist known for pursuing complaints, information requests and official accountability mechanisms.

 

Supporters and those familiar with his activism popularly refer to him as “Bunty”, a nickname he has cultivated in public activism and which is sometimes projected as a symbol of his confrontational approach toward alleged corruption, irregularities and abuse of public office.

 

For Sharma, the Mehrotra matter is another test of whether government accountability mechanisms can follow a controversy beyond political rhetoric and into documentary evidence.

 

His complaint does not ask authorities merely to accept his allegations. It asks them to reconstruct the chain behind individual Assembly questions from their source and preparation to the officials approached, the newspapers or journalists involved, subsequent governmental action and any possible financial dealings.

 

That is potentially the most consequential aspect of the complaint.

The real story now

The most consequential question arising from the documents is no longer simply why Ravidas Mehrotra asked these questions.

It is Who supplied the questions, why were they asked, what happened after they were asked, which officials were approached, which media organisations benefited from government advertising or accreditation decisions, and whether any Blackmailing, private financial or other benefit was connected to the parliamentary-style questioning process?

 

 

Those questions were placed before the Prime Minister’s Office by Sanjay Sharma.

 

The PMO record says the grievance was favourably redressed and sent to the concerned unit.

 

The next chapter of the story is that Sanjay Sharma is now preparing a List of other such “Only File Copy Printing” category newspapers of Lucknow and also the Printing Presses associated with these newspapers which are Hands in Gloves with the MLA and his Aide Tanveer and send these Lists to PMO to include them in ongoing investigation as all such newspapers and printing presses are playing fraud with the Central and State Government.

 

Sanjay is hopeful that the concerned authorities will now put the underlying documentary trail under a genuinely independent microscope and do Justice with the Assembly and the Citizen.
