दरअसल यह डोमेस्टिक कनेक्शन अमिताभ ठाकुर के पिता तपेश्वर नारायण ठाकुर के नाम है. अब नूतन ठाकुर ने इस घपले से राज्य सरकार के खजाने को कितना चूना लगाया है, यह एक अलग जांच का विषय है.
चौंकाने वाला यह खुलासा लखनऊ के राजाजीपुरम क्षेत्र निवासी संजय शर्मा की शिकायत की निस्तारण आख्या से हुआ है.
बिजली विभाग के निरीक्षण प्रपत्र में परिसर के विद्युत कनेक्शन की श्रेणी LMV-1 और स्वीकृत भार लगभग 2 किलोवाट दर्ज है.निरीक्षण की तस्वीरों में जश्न लॉन का प्रवेश द्वार तथा उसी परिसर में लगा विद्युत मीटर दिखाई देता है. तस्वीरों में दर्ज जीपीएस लोकेशन भी खारगापुर रोड, कौशलपुरी, गोमती नगर, लखनऊ स्थित जश्न लॉन से संबंधित है.
मामले में सबसे महत्वपूर्ण सवाल बिजली कनेक्शन की श्रेणी को लेकर उठता है. उपलब्ध विद्युत टैरिफ व्यवस्था में LMV-2 श्रेणी गैर घरेलू उपयोग के लिए निर्धारित है और इसमें दुकानों, होटल, रेस्टोरेंट, निजी गेस्ट हाउस तथा मैरिज हाउस जैसे व्यावसायिक प्रतिष्ठान शामिल किए गए हैं.ऐसे में यदि किसी परिसर में मैरिज लॉन के रूप में व्यावसायिक गतिविधि संचालित हो रही है, तो यह राज्य सरकार के साथ धोखाधड़ी और सरकारी खजाने को क्षति कारित करने का विषय बनता है कि वहां 2 किलोवाट का LMV-1 कनेक्शन किस आधार पर स्वीकृत और संचालित रहा तथा विद्युत विभाग के अभिलेखों में परिसर की वास्तविक गतिविधि और कनेक्शन की श्रेणी का मिलान किस स्तर पर किया गया।
यह पूरा मामला आजाद अधिकार सेना के संस्थापक व राष्ट्रीय अध्यक्ष जबरिया रिटायर अमिताभ ठाकुर,पार्टी की राष्ट्रीय महासचिव व प्रवक्ता अधिवक्ता नूतन ठाकुर और अमिताभ के पिता तपेश्वर नारायण ठाकुर और आजाद अधिकार सेना को भी प्रश्नों के कटघरे में खड़ा करता प्रतीत होता है कि क्या पार्टी के बड़े-बड़े आदर्शों वाले आदर्श-वाक्य जुमले मात्र ही हैं क्योंकि पार्टी के सर्वोच्च पदाधिकारी ही नियमों को धता-बता कर सरकारी खजाने को नुकसान पंहुचाने में लगे हैं.

If one wants to see the ground reality of the political party “Azad Adhikar Sena”, which makes grand statements on paper such as “Opposition to injustice, atrocities and corruption”, “Struggle for the rights of common citizens” and “Constitution in every household”, one should see how Advocate Nutan Thakur, wife of Azad Adhikar Sena party founder and national president Forcibly Retired Amitabh Thakur and the party’s national general secretary and spokesperson, is openly running Jashn Marriage Lawn located at Khargapur, Kaushalpuri, in the Gomti Nagar area of Uttar Pradesh, on merely a 2 kilowatt domestic electricity connection, whereas a commercial electricity connection is mandatory even for the smallest commercial use.
In fact, this domestic connection is in the name of Amitabh Thakur’s father Tapeshwar Narayan Thakur. Now, how much loss Nutan Thakur has caused to the state government exchequer through this irregularity is a separate matter for investigation.
This startling disclosure came from the disposal report of a complaint filed by Sanjay Sharma, a resident of the Rajajipuram area of Lucknow.
In the inspection document of the electricity department, the category of the electricity connection at the premises is recorded as LMV-1 and the sanctioned load is approximately 2 kilowatts. The photographs taken during the inspection show the entrance gate of Jashn Lawn and the electricity meter installed on the same premises. The GPS location recorded in the photographs also corresponds to Jashn Lawn located at Khargapur Road, Kaushalpuri, Gomti Nagar, Lucknow.
The most important question in the matter concerns the category of the electricity connection. Under the available electricity tariff regime, the LMV-2 category is prescribed for non-domestic use and includes commercial establishments such as shops, hotels, restaurants, private guest houses and marriage houses. Therefore, if commercial activity is being carried out at a premises in the form of a marriage lawn, it raises the issue of fraud with the state government and causing loss to the government exchequer as to on what basis a 2 kilowatt LMV-1 connection was sanctioned and operated there and at what level the actual activity at the premises and the category of the electricity connection were matched in the records of the electricity department.
The entire matter also appears to place Azad Adhikar Sena founder and national president Jabariya Retired Amitabh Thakur, party national general secretary and spokesperson Advocate Nutan Thakur, Amitabh’s father Tapeshwar Narayan Thakur and Azad Adhikar Sena in the dock, raising the question as to whether the lofty slogans embodying the party’s high ideals are merely empty rhetoric, because the party’s highest office-bearers themselves appear to be engaged in flouting rules and causing loss to the government exchequer.
