2. Harmonization of Legal Frameworks: He urges a thorough review and harmonization of the Right to Privacy, Right to Information, and other prevailing laws in India. 3.Transition to a Paperless System: Sharma advocates for the Uttar Pradesh Information Commission to transition to a fully paperless operation and pursue Green Building Certification for RTI Bhavan. This initiative aims to enhance efficiency and promote environmental sustainability.

 

4. Cap on Complaints and Appeals : He requests the immediate issuance of orders under Section 15(4) and the creation of rules under Section 28 of the RTI Act, 2005, to cap the maximum number of complaints and appeals an individual may file with the Commission. 5.Implementation of a Visitor Pass System: Sharma formally requests the implementation of a permanent and daily pass system for visitors at the Uttar Pradesh State Information Commission. This system would enhance security and manage visitor flow more effectively.

 

6. Cessation of Offline Filing: In alignment with a Supreme Court directive, Sharma demands the immediate cessation of offline filing for complaints and appeals. He advocates for urgent compliance to modernize and expedite the filing process.

 

7. Dismissal of Complaints by Habitual Users: Sharma calls for the dismissal of all RTI complaints and appeals filed by habitual users with over 100 pending cases. This request aims to address the systemic clogging caused by frequent filers and prioritize genuine cases.

 

8.Dismissal of Redundant Complaints: He requests the dismissal of redundant complaints under Section 18 of the RTI Act and the implementation of measures to prevent simultaneous filings of complaints and appeals on the same RTI request.

 

9.Invocation of Discretionary Powers: Sharma seeks the invocation of discretionary powers under Section 18 of the RTI Act, 2005, to dismiss redundant and frivolous complaints. This demand focuses on reducing misuse and ensuring that the Act remains a robust tool for transparency.
